Over time, this 1.5-mile stretch faced challenges including traffic congestion, aging infrastructure, and inadequate stormwater management. In response, the City of Kenosha partnered with Clark Dietz, Inc., to embark on a comprehensive reconstruction project aimed at transforming the corridor into a model of modern infrastructure.
Innovative Engineering Amidst Complex Challenges
One of the project’s primary hurdles was the intricate network of underground utilities, often referred to as a “spaghetti bowl,” which posed significant challenges during excavation and construction. Clark Dietz adopted a phased, six-year approach that seamlessly integrated design and construction, ensuring minimal disruption to local businesses and residents. This strategy allowed for continuous traffic flow and maintained access to local establishments throughout the construction period.
Enhancing Flood Resilience
A standout achievement of the reconstruction was the installation of a 78-inch storm sewer designed to channel stormwater directly into Lake Michigan. This enhancement significantly improved the area’s flood resilience, a feature that proved its worth when the corridor withstood consecutive 100-year storms during construction without service disruption. The team’s rapid response, including upstream stream redirection, kept the project on track and ensured the safety and convenience of the community.

Delivered $1.5 million under budget, the project sets a new benchmark for sustainability, traffic management, and flood resilience in Kenosha.
