Downtown Richmond is undergoing a transformative shift toward multimodal accessibility and urban revitalization through the final phase of the Richmond Complete Streets Loop. Clark Dietz, a trusted name in infrastructure engineering, was commissioned to lead the design of this critical phase—uniting previously disconnected segments and enhancing mobility across the downtown core.

Connecting Districts Through Design

Following the success of the project’s initial phase—completed in 2019 and featuring improvements to E. Main Street, S. 7th Street, and S. 10th Street—Phase II focuses on delivering seamless connectivity across the downtown area. Divided into two strategic parts, the design advances both safety and accessibility for pedestrians, cyclists, and motorists alike.

The first section, along Ft. Wayne Avenue and N. E. Street from S. 7th Street to S. 10th Street, introduces an 8-foot-wide brick paver cycle track on the south side, paired with new sidewalks, ADA-compliant curb ramps, and storm sewer upgrades. The second section, extending along E. Main Street between the same cross streets, includes full-depth pavement reconstruction and realignment, an identical cycle track installation, new sidewalks, and further stormwater infrastructure improvements.

Smart Signals, Smarter Streets

Beyond the corridor upgrades, Clark Dietz also designed traffic signal modifications to support a safer, more inclusive streetscape. These include new dedicated signal heads for cyclists and APS pushbuttons to aid pedestrians with disabilities—adding intelligence to the intersection network and increasing overall system responsiveness.

Utility coordination played a vital role in this phase. With a constrained right-of-way, Clark Dietz proactively engaged with multiple utility providers early in the process to reduce conflicts, avoid delays, and preserve service continuity for nearby residents and businesses.

Construction and Oversight

Clark Dietz’s commitment to project excellence extends into the construction phase, with the firm providing ongoing inspection services. The E. Main Street section is now complete, while construction along Ft. Wayne Avenue and N. E. Street is actively progressing.

Funded at $4.75 million, the project is scheduled for completion in 2025, setting the stage for a fully connected, revitalized downtown Richmond that invites residents and visitors to walk, bike, and experience the city in new ways.
