Effective March 27, 2023, Clark Dietz is pleased to welcome David Collard, a Wastewater and Water Treatment Professional with over 25 years of experience. David is a Certified Class 1 Illinois Wastewater Treatment Operator and a Certified Class A Illinois Water Treatment Operator.

Across the Midwest and the Nation, the shortage of certified water/wastewater plant operators continues to worsen. The addition of David and Certified Operator Services in-house will provide opportunities to operate treatment plants for communities on a contract basis, enhancing the knowledge and capabilities of our staff and offerings that will add significant value for our clients.

Prior to joining Clark Dietz, David served as Director of Wastewater Operations and Compliance for the Sanitary District of Decatur, Illinois, and earlier, the Water Services Superintendent for the City of Charleston, Illinois. During his tenure in the wastewater and water industries, David has honed his operator skills on equipment such as collection system equipment, preliminary equipment, primary treatment equipment, secondary treatment equipment, tertiary treatment equipment, aerobic and anaerobic digestion, hydrated lime systems, re-carbonization, ozonation, BAC filtration, and other ancillary equipment.

In addition to managing wastewater and water facility staff, David performed laboratory analysis as required by facility operations and those required by permitting and regulatory authorities. He has created and implemented Preventative and Predictive Maintenance Programs, CMOM, SWPPP, Sludge Management Programs, and other programs. David’s experience qualifies him as well-versed in internal operations, testing, and maintenance while coordinating external contractors, vendors, laboratories, engineers, and regulatory/governmental agencies.

David is a graduate of Southern Illinois University Edwardsville’s Environmental Resources Training Center. He is a Central Region Representative of the IEPA Wastewater Operators Board of Certifications, an Information Coordinator of the Central Illinois Professional Wastewater Operators, Past President of the Central Illinois Professional Wastewater Operators, and a Member/Past Regional Chair of the Illinois Association of Water Pollution Control Operators.
