Project Engineer

Ms. Porter has extensive experience managing several utility coordination projects under INDOT on-call contracts and performing utility coordination services for Clark Dietz’s INDOT and Local Public Agency projects. She is certified through INDOT to perform Utility Coordination services and is an instructor for the INDOT Utility Coordinator Training and Certification Program. Deborah assisted in the development of a specification used by INDOT for the contractor being responsible for the utility relocation as a pay item during construction. She sat on the Utility Coordination Focus Team of the Indiana Design Manual Rewrite and is on INDOT’s Team Indiana Utility Task Group. Specific job responsibilities include project scheduling, meeting facilitation, liaison with the client, utility representatives, and designers, agreement preparation, utility relocation review, and review of contract documents as it relates to utility coordination.
