Uptown Circular Intersection

As the Town of Normal advanced its plan for uptown renewal, a principal component involved the replacement of existing streets, with a particular focus on the intersection of Beaufort Street, North Street, and Constitution Trail in the heart of the uptown district. This intersection, previously a badly skewed stop-controlled junction, was transformed into a one-lane circular intersection, now serving as the centerpiece for new development and a key contributor to the revitalization of Uptown Normal. The project helped create a destination for both local and regional visitors by improving utility infrastructure, reconstructing the street network, and incorporating unique streetscape amenities, resulting in an inviting public space.

Scope of Work:

  • Complete removal and replacement of Beaufort Street from Broadway Street to Linden Street

  • Removal and replacement of North Street from Fell Avenue to its intersection with Beaufort Street

  • Development of Constitution Trail Boulevard from the circular intersection north to Mulberry Street

  • Replacement of four alleys

  • Development of the urban one-lane circular intersection, including a water feature and pedestrian amenities

  • Installation of decorative street lighting

  • Power distribution improvements

Clark Dietz led the design for the circular intersection under its retainer contract with the Town. The firm collaborated with Hoerr Schaudt, Landscape Architects, Inc., who handled the landscape and streetscape elements, and the Farnsworth Group, which focused on replacement and relocation of subsurface utilities. The coordinated efforts ensured a functional, safe, and aesthetically appealing design that has become a focal point for new development.

Expected Outcome:

Public improvements from the project have spurred multiple private investments, transforming Uptown Normal into a vibrant community center that combines residential and commercial development. The intersection and streetscape enhancements have strengthened the district’s identity and created a lasting destination for the community.
