Trevor Mills, PE
Transportation Team Leader, Indiana
“If you want to go fast, go alone. If you want to go far, go together.”
Trevor brings a wealth of design, construction, and project management experience. As Clark Dietz’s Transportation Department Manager, he ensures our quality processes are followed, schedules are always met, and our designs always provide clients with the best value. Prior to joining Clark Dietz, Trevor worked for 11 years at INDOT where he started as a Project Manager helping deliver INDOT’s Major Moves Program, before serving as INDOT’s Local Planning Manager and Deputy Commissioner or Engineering and Asset Management. From his work in the local program to his work delivering mega-corridor projects as a Project Manager, Trevor has developed skills as an outstanding team builder and provides experience navigating the challenges of projects of all types and sizes.
He has extensive experience delivering and providing constructability reviews on interstate projects with complex maintenance of traffic issues. As the INDOT Project Manager for the closing and reconstruction of I-65/I-70 through the South Split in Indianapolis, he led the successful development of the project to contract letting in 6 months, with no utility, permit, right-of-way, or environmental exceptions.
Trevor worked closely with the Federal Highway Administration and the City of Indianapolis to close the interstate and local roads and develop the Transportation Management Plan for the project.
The contract documents were developed to bid the time separately from the pay items to incentivize the accelerated completion of the project, while protecting INDOT and taxpayers from construction delays. The project was completed and opened to traffic in 44 days. This successful project is now used as the “template” for other INDOT projects that have followed that involve closing urban interstate corridors for construction and maintenance.
