Description
Clark Dietz was selected by the City of Richmond to develop a stormwater master plan. The first phase involved a detailed stormwater data collection effort to target specific flooding problem areas (shown in picture) for more detailed, watershed-based hydrologic/hydraulic modeling. This phase also included an evaluation of how the City is positioned to address future requirements of the Phase II NPDES stormwater program. The second phase included development of drainage improvement projects for more than 20 neighborhood areas with poor drainage and flooding problems. The second phase also included a detailed watershed analysis of the Lick Creek and Hartman Ditch watersheds. Hydrologic analysis was completed using HEC-HMS. The effectiveness of the City's existing detention policy was examined to ensure future development does not cause downstream flooding problems. Opportunities for regional detention basins and best management practices and solutions to existing stream flooding problems were also evaluated.The final list of recommended improvements was divided into two 5-year implementation programs.
The first 5-year program included 16 neighborhood storm sewer and bank erosion projects and two regional detention basins. The second 5-year program included seven neighborhood storm sewer and bank erosion projects and one regional detention basin.
