Description
Clark Dietz assisted the Town of Normal with a Stormwater Utility Feasibility Study. This project included a preliminary analysis of the Town's current cost structure for its stormwater program, capital improvement needs, and regulatory compliance costs. As part of this project, Clark Dietz used the Town's GIS data to develop preliminary calculations on the impacts of stormwater user fees on specific land uses, major landowners, businesses, and Illinois State University. The project also included a statistical sampling of residential areas to determine an appropriate measure of an Equivalent Residential Unit (ERU) to be used in developing the user fee. Key project tasks included:
